Example Audience: Non-Subscriber Audience

To create a list of email addresses who have neither opted in nor opted out:

1. Navigate to Outreach > Audiences 

2. Click on "+"

3. Give the audience a name (i.e., Non-Subscribers).

4. Using the "Include People Matching.." The first rule should be "OptIn" - "Does not have a value." 

5. The second rule should be "Email" - Has a value."

6. Using the "Exclude People Matching.. the first rule should be " Optin is Equal To Yes."

7. The second rule should be " Optin is Equal To No".

8. Check "Restrict to District" 

9. Click "Save."
