The first step will be to build an audience that includes constituents with open cases.
1. Create a new audience
2. In the audience builder, select the field 'Casework Criteria'
3. Set 'Status' > 'Equals' > All Open
4. Hit Save in the bottom left corner
5. Save your audience in the top right corner
You now have an audience of all open cases in your database. This audience can be used to send proactive communication (Newsletters or Bulk Mailings).
